Thanks for using Apple Support Communities.
I see you're running into an issue with using iCloud Keychain on your iPad. For help with troubleshooting I suggest that you follow through the steps below.
If you can't set up iCloud Keychain on a new device
Make sure your new device is using iOS 7.0.3 or later, or OS X Mavericks v10.9 or later. Then make sure you have a strong cellular network connection.
If you can't sync iCloud Keychain with other devices
Make sure that your device is on a Wi-Fi or cellular network. If the connection appears strong, try these steps:
- Turn off iCloud Keychain on all devices.
- Turn on iCloud Keychain on the device that has the most up-to-date keychain items.
- Turn on iCloud Keychain on your other devices. They will be updated with your new iCloud Keychain.
If you can't view the passwords stored in iCloud Keychain
iOS 7.1.1 or later:
- Tap Settings > Safari > Passwords & Autofill > Saved Passwords.
- Tap a website to view your password.
- Enter your device passcode.
OS X Mavericks v10.9 or later:
- Choose Safari > Preferences, then click Passwords.
- Select a website to view your password.
- Select "Show passwords for selected websites."
- Enter your system password.
