It sounds like you have to restart both the iPad, and the Apple TV to get airplay to work properly but then later it you cannot do it again until you restart then once more. I would start by restarting your router, and then forgetting the network on your iPad:
Reset your Network Settings. Tap Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you’ve used before.
