iphoto el capitan problem

For whatever reason, I can not download and update any program. It says there is a problem with my ID as well as I am not person who purchased the computer...or something to that effect. It also won't let up update iphoto. It states that the app isn't sold in the US? I really need this corrected. Thank you.
