I had a similar issue a few weeks ago, and at some point I had to wait 24 hours, but I think that was after I got Apple Support involved (which I had to do because I totally got myself hosed - this is what comes of testing things sometimes..... )
So, what were you attempting to do, and what message did you get?

Feb 23, 2016 9:24 PM in response to Wickedkilla187gby gail from maine,Yeah, all you can do is to try again later - like in 30 minutes or so. You might want to try going to: Apple - My Apple ID on a computer and try resetting the password there.
