I understand that Safari is opening to a blank page on your iPhone.
From the blank page, are you able to search the internet or add a URL to navigate to a page as shown in the following article?
If you are unable to search or enter a URL, try the steps in the next article to clear the website data from Safari.
Clear information from your device
To clear your history and cookies from Safari in iOS 8 or later, tap Settings > Safari > Clear History and Website Data. In iOS 7 or earlier, tap Clear History and tap Clear Cookies and Data.
To clear other stored information from Safari, tap Settings > Safari > Advanced > Website Data > Remove All Website Data.
Clearing your history, cookies, and browsing data from Safari won't change your AutoFill information.
To visit sites without leaving a history, learn how to turn private browsing on or off.

Once the Safari website data has been cleared, close Safari completely as described in the next article.

After Safari has been closed, tap on it on your home screen to launch it fresh and test its behavior.
