I understand that you are having issues with activating FaceTime on your iPad. Let's go over some additional troubleshooting to get it sorted out.
It seems that you can get online with your iPad, but one thing to check is to see if the Date & Time is set to the right time zone. I would also make sure that you are up to date on your version of iOS for your iPad. Take a look at the article below for more details.
