Green texts now instead of blue.

Generally speaking, when the texts are in blue, it means you're sending iMessage. When it turn to green, it means you're sending sms, not iMessage.
About iMessage and SMS/MMS
You can use iMessage or SMS/MMS on an iPhone, iPad, or iPod touch.
iMessages are texts, photos, or videos that you send to iOS devices and Macs over Wi-Fi or cellular-data networks. These messages appear in blue text bubbles. To turn iMessage on or off, go to Settings > Messages.
If you arenât using iMessage, you can use SMS. SMS/MMS messages are texts and photos that you send to other cell phones or iOS devices. These messages appear in green text bubbles on your device.
To use SMS/MMS, you need a text-messaging plan. Contact your carrier for more information.
Does your phone say 'sent as text message' next to the messages you've sent? If it does not say this than it is most likely the other person's phone. Maybe they recently switched from iPhone or turned off iMessage. If it does say 'sent as text message' it was probably because iMessage was temporarily unavailable and this is nothing to worry about. If you are concerned about using up text messages because of your phone plan, go to Settings > Messages and turn off 'Send as SMS'. I only recommended doing this if you don't have unlimited text messaging.
I should clarify that 'sent as text message' is different than 'text message'. In your case, it seems like iMessage simply is not available for this contact. She probably turned off cellular data for international travel, as this can get expensive if it is not included in the phone plan. If this is the case, she will only receive iMessages when connected to wifi, which you stated she was having problems with. It is possible that she hasn't seen the messages on her devices.
Ok but all my texts have been in blue with this person (iPhone user) until these last 2 I've sent. I haven't changed anything. My other conversations with iPhone users have been in blue.

A couple of things. Before the green texts start it does say text message. The person was out of the country and did say she was having trouble with wifi on her ipad/iphone. I haven't received a message back so it could be that she can't respond. Thanks for the replies.

Certainly.
Regular SMS text messages do not have read receipts. Just because you sent something does not mean the recipient chose to look at it.
You and/or the other person are likely not using a facility that supports iMessage. At least one of you is likely not on WiFi and not using a cellular carrier that supports it.
