iPhone 6 my music is not fully loaded. When I Sync, it does not restore all my music. when I plug phone into PC, I don't have option to save music, I have iCloud Music Library is on as the only option. I can't drag and drop new music onto my phone.

I'm a bit unclear on your exact configuration, but note that if you have iCloud Music Library enabled, you will not be able to manually manage (drag & drop) music on to your device, as mentioned here:
If you're a member of Apple Music or have an iTunes Match subscription, you have iCloud Music Library turned on. When you have iCloud Music Library turned on, you can't manually manage music.
