Vodafone iphone 5 sim unlock not working

I have a UK Vodafone iphone5, contacted Vodafone to unlock it and paid their £20 fee. After 10 days they confirm its unlocked by Apple and provide the following instructions:

1. Check the IMEI we have unlocked is correct - done

2. Insert a non-vodafone sim card - done

3. Connect to iTunes and perform a restore - done

I've done this now 4 times with the vodafone sim and non vodafone sim that is working in my other iphone.

Error messages on phone: SIM Not Valid

Error messages on itunes: The Sim card inserted in this iphone does not appear to be supported.. under the activation policy.. this is not a hardware issue with the iphone.

I've contacted vodafone about 10 times now and they are absolutely hopeless, won't be using them ever again.

iPhone 5, iOS 9.2.1
