That is false. You can contact Apple and speak to someone in account security, but you must be able to prove ownership of the account that was used to lock the phone for them to remove the lock. Alternately, you can present Apple with the original proof of purchase from an authorized source for the phone to have the activation lock removed.
Other than that, there is no way to bypass the lock.
