Q: Unable to use Apple Pay/Safari but Chrome works

Can someone tell me where to re-enable cellular connections for applications? I must have switched Apple Pay and Safari to use Wifi only

iPhone 6s Plus, iOS 9.2.1

Settings->Cellular, Scroll Down the list of Apps and turn on the ones you want to be able to use Cellular Data.
