Contact the person that you bought it from, nobody else (including Apple) can remove the iPad from their account : Turn off Find My iPhone Activation Lock - Apple Support

Nobody on these boards can activate that iPad for you, and nobody at Apple will.

If you're able to contact the person who set the lock, send them this link and tell them to follow its instructions. If not, you can't activate the device but may be able to get it refunded.
