Feb 25, 2016 2:05 PM in response to judys2345by zinacef,No, right now, iCloud is set up for use by one account to share data across that account owner's devices. Your best bet for what you're looking for would be to use a third party application such as Dropbox or Google Drive.
You can share individual iWork files though -- Sharing links to iWork documents in iCloud - Apple Support

We are mostly sharing Word and Excel files between a few users.
Advantage: the files can be modified online and nearly instantly updated for all users.
I sincerely regret that Apple does not allow sharing the iCloud drive or part of it between different users/AppleID
.

Not as a collaborative place for another user to access.
You can share a iCloud Drive folder with another user locally on a Mac without them requiring your Apple ID though.

I have the feeling that this is exactly what users are expecting to find, and I am wondering if Google drive is not the best option so far (and sincerely regret that Apple did not come with a reliable solution).
