Q: My Photo Stream not syncing on Photos
I am literally stumped by this problem.
I have a 2010 iMac, fully up to date with OS X El Capitan. Photos works faultlessly on this computer and my entire Photo Stream is synced and actively updating.
I have a brand new, very expensive 2015 Mac Mini i7, 16gb, 1tb fusion (1.09 free of 1.11tb), also with OS X El Captian v 10.11.3 - all fully up to date.
When I open Photos on this mac, I get no less than 92 of my Photo Stream Photos. There are currently 791 in my stream according to my phone or iPad.
On the Mac Mini,
Photos>Preferences>iCloud is configured as follows:
- My Photo Stream - enabled
- iCloud Photo Sharing - enabled
- iCloud Photo Library - not selected.
System Preferences>iCloud>Photos is configured as follows:
- iCloud Photo Library - not enabled
- My Photo Stream - enabled
- iCloud Photo Sharing - enabled
On my iPhone 6 and iPad Air 2, iCloud is set up as follows:
- iCloud Photo Library - not enabled
- My Photo Stream - enabled
- iCloud Photo Sharing - enabled
If I take a new photo on either of my mobile devices, it does show on my new Mac Mini in Photos>Albums>My Photo Stream, but I am unable to get any of my older images.
The oldest photo in the stream was taken 27th Jan 16. I just can't get my head around it as the settings above for the mini are the exact same settings my iMac has, and Photos work fine on the iMac.
If I view info for Photos>Albums>My Photo Stream, it says 25 Jan 2016, 20:31 - 25 Feb 2016, 13:59
It is as though it is only syncing one months worth of images.
I have deleted the Photo library and tried again, killed processes (as per the many guides online), bounced the machine, nothing works.
I have left this Mac Mini on for days with eco power mode off so it is just on all day and night, with nothing but Photos open, and it has made no difference.
What is going wrong here? I have hit a brick wall.

You are missing how MyPhoto Steam works
On iCloud you have the last 1000 photos or the last 30 day's photos which ever is less
On each device you have those photos plus all photos uploaded from the device so there is no expectation that they hall have the same photos or the same number of photos
So it is working exactly as documented per your observations
It is as though it is only syncing one months worth of images.
That is exactly what it is doing and exactly what it is suppose to do
