The right side of my screen is unresponsive and I've tried hard reseting and nothing seems to work and I cant restore it because my phone is locked

You most likely have a faulty screen.
Either go to Apple for a screen replacement.
Or forgo your out of warranty options and go to a reputable independent repairer for a screen replacement.
