Make sure your PC is running itunes 12.3.2

Turn ipad off connect lead to USB on your PC

Press & hold power button on ipad DONT let go.

Connect lead to iPad keep power button pressed down until PC sees ipad.

Then wait for restore .

You may need to do this more than once before it works .

Try another USB port, another cable, another PC. If your PC has both front and rear USB ports, use the rear ones as they are directly connected to the motherboard.
