Was it an application upgrade? Don't know. But I can no longer export from Photos. Attached is what can happen. Either the image is just white, of the export starts but doesn't finished.

Although there have been some reports that time fixes this and that it might be caused by some background processing of images - give it a day and try again

It's true, sometimes it will work if you retry (maybe several times).
I've not seen this but reports seem to indicate that time resolves it - not number of attempts (except that each attempt is later in time which does seem to be a help or even cure)
