Setting up a wifi network with no internet connection

I am setting up a wifi network in a location with NO internet connection.

I have an Airport Express at the location, and my MacBookAir .

I have a Samsung SmartTV at the location, and would like to use it to watch the content on my laptop (both iTunes and items in the Movies folder), but can't figure out how to do it. I tried an AppleTV 3rd generation, but that won't work because it requires an internet connection to complete set up. I am not having any luck with Airplay or Screen Mirroring either. I tried a Thunderbolt/HDMI converter, and I can get the picture on the TV, but the sound comes through my laptop. This is annoying because the TV is hooked up to a decent sound system.

The TV has two HDMI ports, one for cable/sat and one for a DVD player (MHL&DVI). It also has an ethernet port and a USB port.

I would *very much* like to stream from my laptop to my TV, but if I can't do that, then I will settled for whatever cabled set up will get both the video and audio into the TV. Is there a streaming box that does not require internet?

Any suggestions very welcome, especially if they are in basic English, I am really bad at network lingo.

Thanks in advance!

MacBook Air (11-inch Mid 2013), OS X El Capitan (10.11.3)

You can be very sure that other people have tried it.

Workaround for apple tv without internet connection?

Just using a tethered phone or even dial up internet so the DRM can work would help.

Lots of blogs about it and lots of helpful info in some of the replies.

Loads of them.. look up Plex.

The problem is the media sources (legit ones at least) tend to put a high priority on establishing copyright.

Change over sound to hdmi.

Again you are not the first to have the problem.. loads of experience if you google around for how to get sound working.. or if the laptop is a certain model then it might be impossible.

Apple do make things hard when you don't have internet.. it is worth just having a tethered phone and really just doing the tiny bit of work involved in setup .. or even 56Kbps dial up modem.

Well, of course I could get satellite. Then I'd be paying approx $100/mo to enable me to stream content from my laptop that I have already purchased 20 feet across the room to my TV. Somehow that idea just doesn't appeal. I know the world is moving to internet everywhere, but there are some very expensive resorts and getaway places around here that offer "No Internet and No Cell Service" as an amenity.

I'm a big fan of DVDs and own a lot of them. But if I buy a season pass from iTunes for TV episodes because I don't want to wait for the season to come out on DVD, then I don't think I ought to have to pay an additional monthly fee to stream them from my laptop to my TV.

At any rate, thanks again for your help.
