Q: Deleting apps from Icloud

I have my son set up on family sharing and I want remove an app from his iPad. When I've deleted the app he can still re download as its now in his iCloud.

Can I delete it completely from the iCloud?

No. A purchased app (even a free one) can't be "deleted". But you can hide it:
