The Apple Pencil is designed to be used with the iPad Pro, and if you have Pages installed on IOS, then give it a try. A physical Apple Store may be able to assist you in this determination by showing this functionality to you on their iPad Pro.

The built-it Notes app has a drawing layer. You can bring those images into Pages.
