iMessage issues. On wifi. Won't send messages

iMessage won't work. I've looked at every forum online. But it never notifies when I have text, then I have to send an iMessage as an SMS.I'm on wifi, even went to ATT and it's an apple problem because I can still call people and do normal things in my Phone. Only issue is iMessage. I've tried everything. HELP?!
