How can I reset my phone that has a locked iCloud account on it?

I Brought an iPhone 6 from someone & the iCloud is locked on the phone. i just want to know if I can reset the phone so that I can sign into my iCloud? Or what else would i have to do?

iPhone 6, iOS 9

You will not be able to use that phone until the original owner has removed Activation Lock.
