Apple WatchYou're right on both counts, BUT because things happen, sometimes bad things when technology is involved, you'd be wise to get a second external hard drive and make an exact clone of your existing system from which you could recover if something goes south. Counting on a single TM backup to restore your entire system is playing with fire.
To avoid any confusion about users use Setup Assistant.

Feb 28, 2016 9:17 AMby pokey b,HelpfulMike is right on. If there is anything at all worth saving on your old Mac you will want to have more of a safety net than just the one Time Machine backup. And to further expand on what Mike says, don't be tempted to make another Time Machine back up on another drive. Instead, make a bootable clone with something like Carbon Copy Cloner or Super Duper. And, before shipping your old Mac, be sure to follow Apple's recommendations in the link below.

You are absolutely right. You can either choose to restore your iMac from your Backup during the setup or restore it afterwards by starting the migration assistant.
Having a TimeMachine Backup is the best advice for fully restoring any Mac onto another.
