I deleted my photo stream folder by accident but the photos will still upload to my iCloud folder on my windows laptop. I tried to unchecked "iCloud Photo Library" and "Upload to my Photo Stream" under the iCloud settings on my iPhone but that did not work and the folder is still missing. I just want the folder back on my iPhone so i can see which photo is uploaded on my laptop.
iPhone 5s, iOS 9.2.1
Go to Settings>iCloud and turn on My Photo Stream. Once you start taking photos again, the folder should re-appear. The photos that were in the folder previously won't show if they were over 30 days old. They may take some time to re-populate to the folder, depending on your Wifi connection.

There is no option to turn on my photo stream. There is only "iCloud Photo Library" "Upload to My Photo Stream" "Upload Burst Photos" and "iCloud Photo Sharing"
Sorry - didn't understand you were using iCloud Photo Library. With iCloud Photo Library, the Camera Roll and Photo Stream albums are replaced with the All Photos album.
With iCloud Photo Library, your photos upload to iCloud, not to your laptop. Your photo library resided in iCloud. You can set up the options on your laptop to download iCloud Photo Library photos, but your device will no longer upload photos to it.
