I want to give my mom one of my old iPhones and have backed everything up to iCloud. When I reset the phone to give it to her, will the pictures be removed from the cloud? I don't have a MAC, will I need to backup the pictures to my PC first? TIA

If you are talking about a regular iCloud backup, then I would highly recommend that your also import your photos to your PC before you wipe the phone:

The backup itself is tied to your iCloud ID, not your device, so it will be perfectly safe. It's just not a good idea to rely on a backup for archiving your photos. What if the backup was corrupted, for example, and could not be used to restore another device?
Once you have backed up the device to iCloud, and also imported your photos, then follow the instructions in this link before giving the phone to your Mom:
