Q: iCloud Music Library playlists can only include music from your iCloud Music Library. This playlist can’t be uploaded because it includes other media kinds or songs that are not eligible
Some Audio files are not eligible in icloud music library, how can I force icloud to copy these in my iphone. They are legitimate files (audio courses)

The items need to be considered songs (music). They needs to be your iTunes music library. If they're categorized as another type of media (by iTunes), like a podcast or audiobook, you cannot put then on a playlist that is in your iCloud Music Library.
The song file cannot be larger than 200 MB. The song cannot be longer than 2 hours. The song's encoding cannot be 96 kbps or less.
If your audio items (as songs) are not eligible, you may be able modify them to make the eligible. How depends on the reason for being ineligible. Alternately, if you have iTunes categorize the "songs" as a podcast or audiobook, you can load them on the iPhone the "old school" way, by direct syncing. To change an item's category, in the item's Get Info window (on the Options tab) change Media Kind from Music to either Podcast or Audiobook.
