Q: Photos stored in iCloud Photos does not push to all Apple devices completely

iCloud photos have been activated since 2 months ago. I did some photo sorting and grouped it in varies albums. the devices were left it uploading into iCloud server afterward. However, I notice that half of the photos have been disappeared but luckily it is still shown in iCloud.com. Tried resetting iCloud photos in all my devices but the photos have not been completely pushed to all devices. It's kind of half show in my devices and the other half show in iCloud. I can't see the other half stores in iCloud.com from iMac. Also can't see the other half synchronised in iMac but not shown in iCloud.com. I know this is unbelievable but It really happen to me.

Aporeciate your knowledge and help in advance. Wish Apple see this thread and help me to resolve the problem.

FYI: I am using the latest OSX and IOS softwares.

MacBook Pro, OS X El Capitan (10.11.3), null

luckily it is still shown in iCloud.com.

I can't see the other half stores in iCloud.com from iMac.

Clarification question - are all the photos at iCloud.com? The 2 statements seem to contradict each other (to me).

Try Settings/iCloud and slide off syncing. Wait a few minutes and then resync.

Try going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing.

Have you tried signing out of iCloud and then sign back in?
