how do i cancel iclouds on my iTunes downlaods

Hi I just bought iCloud back up so i can listen to my music on my i pads and iPhone, but i can't listen to the ones i really need to, it said it is restricted to the computer,its all in my i phone and iPad but it won't play. I need to know how i can turn it off and get a refund as it was $36.
