The most likely cause is a faulty hard drive.  The sound you hear also points to a problem with the iPod's hard drive.

If you have not already, do a Reset (restart) on the iPod

If you end up at the same screen, and you hear the odd sound, the hard drive is probably faulty.  If you get something different (but still not a normal startup), try to put the iPod into Disk Mode

Putting iPod into Disk Mode - Apple Support

If it goes into Disk Mode, run iTunes and connect the iPod.  If iTunes picks it up, it may prompt you to do a Restore with a message about "recovery."  Tell iTunes to proceed with the Restore (if you're OK with erasing the iPod).
