can IPad ( version 9) resolves uni-cast Apple TV Service records?

I wanted to unicast Apple TV mdns service records to a single device so created proxy to advertise Apple TV records by unicast packet.

It works good on IPad running on version 6.2 ,7 but not on IPad running on version 8,9.

What is the issue with IPad version 9?

Why not IPad(version 9) recognizing unicast mdns service records?
