Why is my iPhone showing the wrong time zone?

I had an issue a while ago when I was at work my phone would show Pacific time and I'm in Mountain. In all other places the time was correct. What was strange is that my father-in-law's vehicle that had an automatic setting clock would do the same thing around the area. After further investigation I found that many others that were using AT&T had the same issue regardless of what phone they had. I just turned off to automatically set the time. One day I turned it back on and the issue seemed to be resolved. My best guess is that one of the AT&T towers were sending an incorrect time but have nothing solid to confirm that.
