Q: server google drive permissions

I am trying to set up server permissions so that users cannot delete files or folders but still be able to add documents to the folder.  When I use ACL's and set this permission (uncheck delete subfolders and files), it does not allow anyone to delete files or folders but it also does not allow them to write to the folders.  I am wondering if this may be something that is interference from a Google Drive permission?  Most of the files I am using were previously on Google Drive.  If this is the problem, how can I fix the permissions?  I have reset the ACL's using chmod -RN and still have the same problem.

I set up a test folder that did not contain files that had been on Google Drive and initially, I could prevent deletion and could write to the folder but then it seems to get corrupted and acted like the other folders.

Any help is appreciated.
