Can't login to "Report a Problem" website

I'm having a strange problem signing in on the webpage "Report a Problem" in order to report a problem with an app I downloaded through the iTunes store. I went to the purchase in the iTunes store on my computer, clicked report a problem for the app in the order, and it took me to a webpage called "Report a Problem" and asked me to sign in. However, I enter my information and click sign in, but the page just refreshes, and doesn't sign me in. I know my sign in information is correct (besides using it in iTunes, I just used it to sign in here to post this question) and I entered it several times just in case there was a typo with my password. I tried an older password and it gave me the error "Your AppleID or password was entered incorrectly" so it's recognizing my info...I tried clearing the cookies and cache from my browser (Chrome). I also tried using Internet Explorer and Edge to login, but both had the same problem. I couldn't even find a way to contact Apple about this specific problem...their support menus didn't have a place for website problems, that I could find at least (if someone could direct me to that, I can try that as well).
