The office applications (Word,Excel) are only typing in Caps while Apple Mail/Safari are working fine.
I have El Capitan OS X and the CAPS Lock key is not stuck. I even restarted the machine but no luck.

Try a Safe reboot by holding down the Shift key while starting.

A reboot sorted things out somehow.
