My apps requiring updates will not update when I try to. They just display pause symbol and don't update. I also tried downloading a new app and it just won't. Running newest update on an iPhone 5s

Restart a download on an iPhone, iPad, or iPod touch
- Tap iTunes Store.
- On your iPhone or iPod touch, tap More at the bottom of the screen. Then tap Downloads.
On your iPad, tap Downloads.- If prompted, enter your Apple ID and password.
- Tap the blue download arrow next to a paused item to resume the download.
Hey! Make sure your Internet connection is fine.
Turn your device off and back on. If this doesn't help, sign out from your account and sign back in.
Also, you can try resetting your settings.
Alternatively, you may go to Settings - General - Reset - Reset All Settings
