The DRM prevents converting the movie to create a new version. That's why that command does not work on it; it works on videos (like podcasts and home movies) that do not use DRM.
However, if the movie is from the iTunes Store, and you paid for the HD (high definition) version, you can also download the SD (standard definition) version at no cost. The SD version should sync to your 7th gen iPod nano. Go to the iTunes Store Purchased screen.

On the Purchased screen, show Movies and click the tab for All. The "2012" movie appears on the list. At the bottom right corner of the screen, there is a checkbox for Download HD When Available. Uncheck it. The movie now has a cloud with down-arrow symbol (meaning you can download it). Click it to download the SD version of the movie. Your iTunes library now has both HD and SD versions of the movie, and it should sync to your iPod.
