That means you will get less accurate results. The wifi database will eventually be updated by Apple (or other providers). That will eventually fix the issue.
To improve location accuracy use a third party GPS device like a Bad Elf or similar.
Various methods are used to collect wifi location data, such as Google street view cars (Apple have their own). You may be able to contribute to the speed of the updates by enabling 'diagnostics & usage' on an iOS device that has GPS, 'improve Apple services' is a euphemism for processing many types of collected data.
