Why I am not able to update my payment information?

I am trying to update my payment information but it keeps telling me my card is declined.

Read this -- Change or remove your Apple ID payment information - Apple Support, if it doesn't help, consider reaching out to Apple Support -- https://www.apple.com/emea/support/itunes/contact.html

If your credit card company's records don't match your records in the iTunes Store - Apple Support
