Q: Contacts & iCloud

In iCloud Drive I have been trying to sync My iPad Mini Apps on my HP Pavilion Computer which is running Microsoft 8.1. Most of the Apps sync: e.g. calendar, notes, reminders. Contacts do NOT. I have tried repeatedly and attempted several methods. I downloaded an App on my iPad, supposed to help with this task. It does not. I downloaded iCloud app on my iPad. Does not help. I have read and reread instructions about how to get my contacts onto my computer. At some time I recall using iTunes might accomplish fete! So tonight I just attempted to use iTunes. I apparently do not understand how to use it to do this either. Can anyone assist me.
