About Activation Lock on Apple Watch - Apple Support
If it was your watch, and you placed the activation lock on the watch, your current Apple ID and password should be able to pass this activation step on the watch. Did they give you a reference number for followup?
I would suggest you call Apple Support and tell them you need to remove an activation lock on the watch. You will need the proof of purchase for the watch which they will have you submit to them. This sound like what the store may have done, which is why a reference number for follow up would help.

I'm not clear on why it takes several days for them to fix the issue they are already aware of. Now I have to call back and follow up when they said they'd get back to me. We paid over $500 plus an additional $49 for apple care, only to have to go through multiple calls to fix it. They should be able to fix it the day of are scheduled call. And to suggest that I have to provide my password to someone else to activate a device seems to go against the purpose of a password.

Who suggested you need to provide your password to someone else?
The watch still believe it belongs to you, and you should be able to enter your password to resolve the issue. That you have needed to provide your purchase details to Apple indicates you don't have the correct password to unlock the watch. The correct process was to unpair the watch from your phone, which should have removed the activation lock and prepared it for gifting to your mother.
