Maybe also check this article again:

Or, in case iMessage is not activated:
If you get an error when trying to activate iMessage or FaceTime - Apple Support

No, it's a universal setting.
You may want to consider another messaging app that only works over data such as Telegram, Whatsapp or Skype if this is an ongoing problem.
