I use air play with I pad and Apple TV my Apple TV just keeps blinking whit ligh

WE had a quick power shortage yesterday and now all my Apple TV does is having a blinking whit light.

can anyone advise?

iPad (3rd gen) Wi-Fi, iOS 7.0.2

Try unplugging it for 30 seconds and replugging it and see if that works.

Otherwise you need to do a restore:

Restore your Apple TV through iTunes - Apple Support

since i I am not a guru computer I dont know what all cables you are talking about I don't even have a computer anymore, only an I pad 2.

i Am in the country of Panama and the closet apple store is in Panama City. I will be going to San Diego in about a week so gues I will just take it with me
