Mar 2, 2016 1:15 PM in response to Babyblues221by Philly_Phan,Apple did something weird. There is a new 9.2.1 intended to address a specific problem and it's required only for some users. You should see the update message only when you connect via cable to your computer's iTunes.
Does that resemble what's happening with you?

No, this is intended to address the Error 53 issue. If you see error 53 and your iPhone or iPad gets stuck on the 'Connect to iTunes' screen - Apple Support
The new one is a different build number. It is to prevent Error 53 from bricking the device if you encounter it. Connect the device to the computer and iTunes and update. It cannot be updated via OTA.

Maybe you missed what I said. Apple did not change the name, they retained iOS 9.2.1. It contains a patch for the Error 53, and the update has a different build number. It can only be done via iTunes. While you may not feel it makes sense, that is the way Apple did it.

On your phone, look in:
Settings > General > About > Version
It should be: 9.2.1 (13D15)
After installing the new, improved, iOS 9.2.1 from iTunes it will be: 9.2.1 (13D20)
