The easiest method is to backup the old machine to Time Machine. When the new machine arrives connect that TM drive to the new machine via USB and when OS X asks if you are migrating from another Mac select yes, select the TM drive and indicate what you want migrated and let it do it's work.
If you already have the new machine and need to migrate, then simply connect the old computer TM backup to the new machine via USB and then launch Migration Assistant (Applications - Utilities - MA) and follow the on-screen prompts.
It's really VERY easy to do if you follow the simple instructions above.
