I understand that you are are having an issue with a purchased ringtone from the iTunes Store that is not playing. Let's see if we can get this working for you.
What comes to mind is that you need to import your ringtone to iTunes on your computer. Once you have it there, remove the ringtone from your iPhone and then sync it back over to your iPhone to see if it will play.
