Can't use an ISO file for Mac Mini 2011?

So I was trying to install Windows 8.1 via Bootcamp, but when I got the the "select one disk to partition" It wouldn't let me continue, instead said "insert the installer disc." Does this mean I can't run windows without buying something to place a disk in and then buying Windows 8.1? I'm fairly sure my computer doesn't support windows 10, but even if it did, should it still allow me to use an ISO file? Or do the Mac Mini 2011 not allow ISO files?

I thought it was perfectly legal to use an ISO file for Windows? I did it for windows 10 on my macbook air... is that somehow different? Or is that illegal too? I mean, I learned about it from fairly well-known websites..


Also, if I bought the product key online (you know, Windows 8.1 package), would that be legal? I still wouldn't have the installer disc..
