You need to update your payment information in your iTunes profile. You must have a valid payment method even for free apps.

Two ways to update your iTunes and App Store payment information:

In iTunes on your computer

• click on your name in the upper right and select "Account info"
• Log in with your password
• Click "Edit" to the right of "Payment Type"
• Update and save your billing information

On your iPhone

• Open Settings/iTunes & App Store
• Tap on your Apple ID
• Enter your password
• Tap Payment Information
• Update the information and tap Done
