Find My iPhone Activation Lock
You should establish a corporate policy and process for having the devices released from any Find My Phone activation locks prior to when the employee returns the device. You should talk with Apple's support for corporate volume purchasers on how to manage the devices such that the individual employee cannot "personalize" the device. This prevents the problem from ever occurring.

I was kind-of guessing that would be the case. Thank you for the reply and the suggestions on the corporate policy.
We initially just purchased a small lot of iPads and gave them to end-users as personal devices they could use for work. Obviously not a good plan and this was one of the few remaining devices of that lot.

-- get proof that your company owns the device, bill of sale etc.
-- get proof that you represent the company
-- contact apple. Call apple store. See what doc they require. Make an appointment. Store employee will be able to reset the device.
I believe that you can do this through the mail if needed.

You need to buy a version of the iDevice that supports dep. Not all idevices can be entrolled in dep. Dep needs apples' stamp of approval when you buy.
