If the printer is AirPrint enabled, then they just need to be on the same Wi-Fi network.
Use AirPrint to print from your iPhone, iPad, or iPod touch - Apple Support
If not, then some manufactures provide iOS apps to allow you to print to their printers.

Look on your printer manufacturer's site and the specs for your printer and see what your options are

If you have a inexpensive printer like me you need a laptop to run the set-up disc that came wih the printer. On more expensive printers you can enter your wifi passcode diectly on the printer.
Due to the fear of infecting your iPad I don't think scaning is possible.

It requires an iOS app. I have a Canon MFP and can scan to my iOS devices via the Canon app.

AirPrint is just so much easier to use that trying to print through an app.

The app lists all the places you can print from and the paid version you get some printing options for some things like Photos.
