I created photo book and I'm trying to insert text under photos, and can't do. It seems the only way to do text is to choose layout page with text, but it's not positioned where I want it. For example, it's not possible to place 4 photos on page with text under each photo?

The window with the border options is available in iPhoto '11, but not in Photos. I suspect this discussion originated in the iPhoto forum.
In Photos for Mac you can have only one text box per page. And the text fields cannot be moved or resized. As a work-around you could use the Mark-up extension to write the text into the photo, before you add it to the book page
No, there is no way to add additional text boxes. You have to find a theme that has a page layout you want.
You may want to send a feature request to Apple for more versatile editing options for Photos books.
Right click on the placed image in the book and select Photo Options - in the new window the borders section at the top scroll up to the top of the border selections and two of them include a border with text under the image - I use there to identify animals in Safari books, landmarks and people

Sounds like what I'm looking for but could not get to that "new window". Which version of Photos? I'm using 2.0
When I do Photo Options, all I get are photo filters or zoom/crop.
